Roads, Curbs, Driveways Project

The Roads, Curbs, and Driveway Project will be starting in July and is expected to continue through October. The initial plans, which will start in mid July, call for the replacement of the sewer laterals on Sandpiper Crescent and Sandpiper Circle for those owners who have signed up and have paid for this replacement. Once this is completed, the driveways will be stripped of its asphalt and curbs will be excavated and removed. This work will be initiated from the Seahawk Court side of our community and continue around to the East entrance and will be completed by the end of August, early September. The roadways will then be milled and resurfaced. All existing asphalt curbing will be replaced with extruded concrete curbs. Announcements, information, and advisories will be periodically posted below.

Road and Driveway Paving Schedule
***Please understand that the following schedule is subject to weather and any unforeseen site conditions.***

Monday, September 10th – all remaining driveways on Sandpiper Crescent will be paved.
Tuesday, September 11th – all remaining driveways on Sandpiper Circle will be paved.
Drainage work, road patching, and additional prep work will take place on Wednesday, September 12th and Thursday, September 13th.
On Friday, September 14th, the western entrance off of Merwin Avenue will be closed at 7:00am to begin the final paving of the roads. Paving will start in the Seahawk Courtyard and continue onto Sandpiper Crescent up to the fire road. All vehicles in this area must be off the roadways by 7:00am as this entire area will be shut down to all vehicular traffic. If you intend to use your vehicle at any time during the day you must be off the roadway by 7:00am! You may park in any available space on other open areas of Sandpiper Crescent, Merwin Avenue, or St. Agnes Church parking lot. Merwin Avenue overnight parking rules will be suspended ONLY on Monday the 17th, Tuesday the 18th and Wednesday the 19th. (See excerpt from Ray’s conversation with the Milford PD below.) Vehicles may re-enter the paved areas, CAUTIOUSLY, after 5:00pm and only to access your driveway. All newly paved road parking spaces will be blocked off until these spaces are re-painted with lines for parking.
Monday, September 17th the road paving will continue east on Sandpiper Crescent from the fire road to Sandpiper Circle.
Tuesday, September 18th the road paving will continue into Sandpiper Circle and onto the east end of Sandpiper Crescent.
***Please remember to adhere to the above mentioned rules for the duration of the road paving. ***
The U.S. Postal Service, UPS, and FEDEX have been notified and will make deliveries where possible. Garbage and recycling will not be affected. The schedule for the curb installation will be posted when it comes available.

*9/10 e-mail  from Ray-”Please be advised I spoke to Chief Mello and he is granting us to park on Merwin Ave. on BOTH SIDES of the street on Monday Sept. 17th, Tuesday Sept. 18th and Wednesday Sept. 19th ONLY, with the understanding that it is for a "WAVIER TO PARK IN A NO PARKING ZONE."  All drivers must use common sense and obey the laws of not parking next to a Fire Hydrant, on a cross walk, on the side walk etc.”

Project Alert, Seahawk Paving Tomorrow-

Ray Macaluso confirms the contractors plan to pave the Seahawk and Merwin Unit driveways tomorrow, FRIDAY  August 31st starting at 7AM. All vehicles must be out of garages and off the driveways, if you intend to use your vehicle anytime Friday.
 
The Contractor recommends that all garage doors should be left open (a few inches) or dis-engaged so they can be raised. This will allow the equipment to roll the asphalt up to the lip of the garage floor.
 
A REMINDER- No vehicles may be parked on the newly paved Seahawk and Merwin Unit driveways until Monday night September 3rd. Damaged driveways will be repaired at owner's expense.

Ray reminds you that the no parking suspension on Merwin Avenue expires after Thursday night. Only Legal parking areas will be accessable on Merwin Avenue on Friday and over the weekend.

 

IMPORTANT PROJECT INFORMATION…PLEASE READ

By the end of today, Wednesday, August 29th, the contractor expects to complete all milling work. He will spend time tomorrow, Thursday, August 30th doing major road cleanup, patching where necessary, and any additional prep work needed. If there is time, he will start paving the final coat of asphalt on the driveways. Paving will start on Seahawk Court. It will continue, most likely, on Friday, August 31st, down Sandpiper Crescent. There will be no work scheduled on Labor Day, which is Monday, September 3rd and therefore, driveway paving will continue on Tuesday, September 4th.

***Ray Macaluso recommends that all garage doors be left open during the driveway paving. This will allow the machine to get closer to the lip of the garage floor and thereby do a better paving job***


The laying of the final coat of asphalt on the driveways is most important. IT IS CRITICAL that you drive straight (do not turn wheels) onto your driveway and ONLY for the purpose of entering your garage to park. You may do this 1 hour after the contractor has rolled the asphalt. There is no parking on your driveway for 48 hours, 2 full days after, and not including the day of paving!!!
We ask you to not park on your driveway for 2 days because it will cause indentations and cupping from the tires that will later hold water and freeze during the winter months, leading to cracking and deterioration of the driveway. Unit owners will be responsible for the cost of any and all repairs due to premature parking on the soft asphalt.

> MILLING OF ALL ROADS AND PARKING AREAS IS SCHEDULED TO START THIS WEDNESDAY MORNING (8/29/12), AND THURSDAY MORNING (8/30/12) AT 7:00 AM.
> THE MILLING MACHINE IS A HUGE PIECE OF EQUIPMENT THAT WILL TAKE UP THE ENTIRE ROADWAY.
> THERE WILL BE NO STREET PARKING ANYWHERE INSIDE SURF VILLAGE STARTING AT 7:00 AM WEDNESDAY AND THURSDAY MORNING. THIS INCLUDES ALL PARKING AREAS.
> ANY CARS LEFT ON THE STREET WILL BE SUBJECT TO TOWING.

  • Do not put any garbage and/or recycling containers on the street. Please place them on your grass or in your driveway.
  • Ray recommends that cars left in driveways must be parked as close as possible to the garage.
  • You may Park on both sides of Merwin Avenue, as parking restrictions have been suspended by the Milford Police Department on Merwin Avenue. You can also park in the St. Agnes Church Parking Lot.
  • There will be no exiting driveways when milling machine & trucks are present in your area.  
  • Street parking can resume AFTER the equipment has completely left your area.
  • The Association & the Contractor bear NO RESPONSIBILITY for any vehicle or tire damage caused by driving or parking on the milled road.
  • The Seahawk Binder Coat has been postponed until after Labor day when the milling has been completed.

Please note there have been updates to yesterday's Announcement...

  • Today, Thursday August 23rd and Friday August 24th all remaining curbs will be removed. There is NO PARKING in any of the Sandpiper common area parking spaces. Vehicles may return only after the curbs have been removed.
  • Speed bumps are being removed and the road will be cut in several locations starting today through Tuesday August 28th to facilitate Regional Water Authority and United Illuminating installations for water, electricity and for drainage work in the area near 78-80 Sandpiper Crescent. Please use caution when approaching these areas.
  • Alert- The binder (asphalt) work will begin THIS FRIDAY, August 24th in Seahawk Court and continue through next week. Please remember that you cannot drive on the new binder coat for 1 hour after it has been applied. Parking is not permitted for 2 days to allow the asphalt to cure. (Not counting the day of installation!) You can drive on the asphalt ONLY to park inside your garage.
  • Update- Wednesday August 29 the roads will be milled starting at 7am. Entrance points and road sections will be ENTIRELY SHUTDOWN. Vehicles will not be able to exit driveways when the milling  machine and trucks are in your section. Vehicles may use the roadway after it has been reopened. Daytime parking will be on Merwin Avenue and available in the St. Agnes Church parking lot.
  • After Labor Day all driveways will receive their final asphalt paving. You may drive on the new asphalt ONE HOUR later and ONLY TO ENTER STRAIGHT into the garage. Do not TURN wheels. Under NO CIRCUMSTANCES can any vehicle be parked on the driveway for 2 days (48 hours) not including the day of paving. (This will cause indentations & "cupping" in the soft asphalt and owners will be responsible for the cost of repairs.) Again, parking will be available on both sides of Merwin Avenue & in the St. Agnes Church parking lot.
